Create Qospolicy Resource

Import
SwitchControllerQos QosPolicy can be imported using any of these accepted formats:
$ pulumi import fortios:switchcontroller/qos/qospolicy:Qospolicy labelname {{name}}
If you do not want to import arguments of block:
